I don't know how old you are, but I spent nearly 70 years of my life in the SF Bay Area. In that time I saw it changed from being a beauttiful and amazing Mecca for intellect, enterprise and social graciousness into a social mess that has much of the intellect and enterprise seeking to move their brick and mortar elsewhere. There is a reason why Apple, Tesla, Oracle, Chevron and Kaiser Aluminum are abandoning their CA positions after decades of investment. CA has become very anti-business.
I'm not suggesting that there is not a "federal" factor in this exodus of businesses, jobs and people. The feds have, at times, contributed by not pushing / funding land and infrastructure under their control....but that is true for essentially every state.
Consider that current CA leadership brags about having the 5th largest economy in the world. At $3.4 trillion in 2021; by far the largest sub-national economy. That's $85,000.00 for every one of the 40,000,000 that live there. Inspite of that homelessness is infectious, the electric grid verges on collapse, and crime in major cities lile SF, LA, SD, though perhaps lower than Chicago or Philidelphia, is out of control. On top of that CA's once "best in the nation" education system now ranks 44th overall.
One would think that money is not the reason why this is all true. So it comes down to leadership.
